They prefer to pay any fines imposed on them instead of making the repairs. The area is also loud with people always walking the streets and talking/screaming at the top of their lungs. You can expect police activity just outside your window on a weekly, sometimes daily basis. If you come across this address in one of your searches--do yourself a favor, run away as fast as you can.
