Because it was not officially part of the city of Los Angeles where gambling was illegal, in the 1920s West Hollywood saw growth in casinos and nightlife that eventually faded over time. In the 1980s West Hollywood was heavily populated by renters. As rental rates were sky rocketing around LA at the time, the residents of West Hollywood banded together and moved to incorporate West Hollywood officially as it's own city where they could maintain the area's own rent control laws.
